Research Institute of Comparative Public Law and International Law

The Research Institute of Comparative Public Law and International Law of the Uzhhorod National University was established in March 2015 in the general structure of the Uzhhorod National University. The Institute was created on the basis of the UzhNU Lawmaking Center, which was founded by Prof. Yaroslav Lazur and functioned on the basis of the Faculty of Law since 2007. Today, the Institute is headed by Doctor of Legal Sciences, adviser to the Chairman of the Constitutional Court of Ukraine (2008-2010) Mykhailo Savchyn.

The Institute's mission is to implement innovative ideas in the activities of public authorities and public organizations in Ukraine regarding the provision of human rights and fundamental freedoms, the introduction of modern methods of public administration and the interaction of public authorities at the national and supranational level.

The purpose of the Institute's activities is to conduct complex doctrinal and applied research on topical issues of public law, taking into account domestic, foreign and international experience, taking into account the specifics of the countries of Central and Eastern Europe, as well as the functioning of regional and global international organizations.

The Institute consists of the Center for European Studies, the Center for Law-Making, and the Center for Judicial and Human Rights Studies.

The work of the Institute is focused on three strategic directions:

Conducting fundamental legal research into the nature of the globalization of law and trends in the formation of common legal values;

Functioning as a think tank in order to implement the results of scientific research into the content of specific draft laws, complex and sectoral development programs of public administration, providing scientific and expert opinions on draft laws or draft regulatory acts of public administration, acts of the judiciary or at the request of private individuals;

Conducting trainings, professional development and implementation of educational programs for lawyers, representatives of public associations and human rights organizations, court employees, employees of public administration bodies.

The Institute's main areas of research and applied activity are:

1) conducting scientific research in accordance with modern concepts of public and international law, writing monographs and scientific publications on this issue;

2) development and publication of textbooks, study guides, scientific reference literature on the cycle of public-law and international-law disciplines and specific problems of public and international law;

3) generalization of international experience and development of proposals regarding the possibility of using in Ukraine certain elements of positive and acceptable for Ukraine legal experience of foreign countries and international (supranational associations);

4) development of draft legal acts for public authorities in an advisory capacity;

5) organization and holding of scientific conferences, round tables, scientific and methodical seminars on doctrinal and applied problems of public and international law and comparative jurisprudence;

6) provision of practical and methodical recommendations on specific issues of application of the provisions of the Constitution and laws by subjects of power, political parties, public organizations, individuals and legal entities;

7) carrying out scientific examinations on the content of draft laws and on certain issues of the application of the Constitution and laws of Ukraine.

8) development of cooperation with national and international research institutions and organizations;

9) implementation of the results of the Institute's activity in scientific and educational activities, analysis of the results of scientific research and selection of programs and projects for the purpose of their further implementation.

During its short period of activity, the Institute published a collective study, a monograph "Public Governance, Human Rights and Democracy: Regional Section of European Integration" edited by Mykhailo Savchyn, Doctor of Legal Sciences.

Currently, the Institute is implementing a three-year program of fundamental scientific research, financed from the State Budget of Ukraine on the basis of a call for applications, on the topic "Participation of Ukraine in the formation of global law and protection of national interests (Baltic countries and Central Eastern Europe)"

Continuing and significantly expanding the areas of activity of the Center for Law-making of UzhNU, the Institute of Comparative Public Law and International Law just in the last year held two seminars for lawyers and representatives of human rights organizations on the introduction of anti-discrimination standards into the law of Ukraine based on the provisions of the Convention on the Protection of Human Rights and Fundamental Freedoms and the practice of the European of the Human Rights Court, based on cooperation with the National School of Judges of Ukraine, a seminar for employees of judicial bodies in Transcarpathia, and also provided scientific and expert opinions on requests for two draft laws of the Verkhovna Rada of Ukraine, on requests from the Constitutional Court of Ukraine, the Ministry of Justice of Ukraine regarding compliance with constitutional values and principles of lustration laws, the prosecutor's office in Transcarpathia.

The last event held by the Institute was the organization on May 6-8, 2015, with the assistance of the UzhNU rectorate and the dean's office of the Faculty of Law, of the International Scientific Conference "Modern Problems of Comparative Jurisprudence", which was attended by more than 70 scientists from Ukraine, Belarus, Poland, Russia, Slovakia, Hungary and Japan. The conference discussed modern trends in the development of comparative jurisprudence, the relationship between international, supranational and national law, the relationship between international and European law, as well as legal cooperation between Ukraine and the Baltic, Central and Eastern European countries. A collection of scientific works based on the results of this conference was also published.
