Information on the carrying out of tree felling on the territory of the Botanical Garden

Within the boundaries of the land plot of the Botanical Garden of Uzhhorod University with an area of 83.22 ha, cadastral number 2124884800:10:014:0016, there are two 110 kV overhead power transmission lines owned by the Private Joint-Stock Company «Zakarpattiaoblenergo», namely the 110 kV overhead line «L-149 Uzhhorod-5 – Uzhhorod-7 with the Uzhhorod-6 branch» and the 110 kV overhead line «L-127 Uzhhorod-1 – Perechyn with the Uzhhorod-6 branch» in the «Shakhta» microdistrict (Uzhhorod city).

The said 110 kV overhead lines have been repeatedly de-energized as a result of the fall of dead standing trees growing in the area of the clearing along the protection zone of these overhead power transmission lines. In particular, such cases occurred on 26.07.2022 and 16.08.2024.

Therefore, to inspect this clearing, a special commission was created, namely: by employees of the Botanical Garden of UzhNU, other structural subdivisions of UzhNU, the Department of Ecology and Natural Resources of the Zakarpattia Regional Military Administration, the Ukrainian State Design Forest Management Production Association, the Western Interregional Department of Forestry and Hunting, Uzhanskyi National Park, the Public Organization «Ecosfera», as well as with the participation of an employee of PJSC «Zakarpattiaoblenergo», who noted that within the protection zone of the 110 kV overhead line on the territory of the land plot with cadastral number 2124884800:10:014:0016 there is a significant number of dead standing and emergency trees, the fall of which may lead to a repeated interruption of the distribution of electric energy carried out by means of the said 110 kV overhead lines. According to para. 6 of clause 7 of the Rules for the Protection of Electric Networks, approved by Resolution of the Cabinet of Ministers of Ukraine No. 1455 of 27.12.2022 (hereinafter also – RPEN), protection zones of electric networks are established: along overhead power transmission lines - in the form of a land plot and airspace bounded by vertical planes remote on both sides of the line from the outermost conductors, provided they are in an undeflected position, by such a horizontal distance: 20 metres - 110 kV.

During the on-site inspections of the land plot, the above-mentioned commission established that most of the trees are tall-growing, which poses a threat to the uninterrupted functioning of the above-mentioned 110 kV overhead lines in the event of trees being felled.

As a result of the inspections of threatening trees in the protection zone of the above-mentioned 110 kV overhead lines of the Botanical Garden of UzhNU (Shakhta forest tract), forest quarter No. 1, compartments No. 2, No. 3, No. 4, No. 4.1, No. 6, No. 7, No. 12, No. 21, the commission drew up reports of inspection of forest stands, in which it is planned to carry out felling for the formation and improvement of forests, other fellings and works related and not related to forest management, dated 19.03.2026, and sent them to the Department of Ecology and Natural Resources of the Zakarpattia Regional State Administration-Military Administration and the Ministry of Economy, Environment and Agriculture of Ukraine.

On the basis of the said materials, the following was obtained:

  • Permit No. 3 for the special use of natural resources within the territories and objects of the nature reserve fund of national significance. The authority that issued the permit: Department of Ecology and Natural Resources of the Zakarpattia Regional State Administration – Military Administration, Uzhhorod, Narodna Square, 4;
  • Approval of the limit for the use of natural resources within the territory of the botanical garden of national significance «Botanical Garden of Uzhhorod National University» for 2026 from the Deputy Minister of Economy, Environment and Agriculture of Ukraine Oleksandr Krasnolutskyi, limit No. 76/2026 of 16.06.2026;
  • Special permit for the special use of forest resources (forest felling ticket).

In accordance with the issued permits and the limit, fellings not related to forest management are carried out - carrying out felling of trees and shrubs related to the maintenance of special zones of energy facilities (clearing of the protection zone of power transmission lines).
