Competition launched for joint Ukrainian-Austrian research projects to be carried out in 2025-2026

The Ministry of Education and Science of Ukraine and the Austrian Agency for Education and Internationalisation have announced a call for joint Ukrainian-Austrian research projects to be implemented in 2025-2026, which runs until 25 October 2024.

The competition is open to any research groups of higher education institutions, scientific institutions of both countries (hereinafter - HEI/I) in all scientific disciplines and thematic areas, including social sciences and humanities.

Submitting an application 

The documents shall be submitted in the functional module of the National Electronic Scientific Information System (hereinafter referred to as the System). Documents for participation in the Competition shall be submitted in electronic form with an electronic signature, using the capabilities of the System in accordance with the provisions of the Procedure for the operation of the National Electronic Scientific and Information System, approved by the Order of the Ministry of Education and Science of Ukraine dated 08 January 2024 No. 10, registered with the Ministry of Justice of Ukraine on 05 March 2024 under No. 323/41668. The application form shall be filled in the System in Ukrainian and English in one file (the requirements for all application items are given in the application file (Annex 1)). 

The following scanned copies of the original documents in PDF format must also be attached to the completed application.

  • Cover letter. Requirements: on the letterhead of the applicant institution, addressed to the Ministry of Education, Culture, Sports, Science and Technology, text in any form indicating the name of the joint project, priority direction, names and surnames of the Ukrainian and Austrian scientific supervisors, a list of attachments. It is necessary to note that the Ukrainian scientific supervisor works at the main place of work at the applicant's higher education institution/university and in the last 12 months at least 6 months was located and worked on the territory of Ukraine, as well as that research on the topic of the project is not financed from the state budget within the framework of other competitions.
  • Confirmation letter from the Austrian project manager partner. Requirements: on the letterhead of the partner institution, addressed to the head of the applicant's higher education institution/university, text in an arbitrary form indicating the name of the joint project, which must match the name of the project in the application form, the names and surnames of the Austrian and Ukrainian academic supervisors.
  • A document on the absence of restricted access information in the application and its attachments. Requirements: A document stating that the materials of the project proposal do not contain information with limited access, the text is in an arbitrary form.
  • CV of the Ukrainian and Austrian scientific leaders of the project. Requirements: the CV of a manager from Ukraine is drawn up in two languages ​​- Ukrainian and English, the CV of a manager from Austria is sufficient only in English.

The deadline for submission is 25 October 2024 (by 13:00 Kyiv time).

The tender participant, who is recognised as the winner of the tender, is obliged to submit the original documents in paper form to the MES when signing the contract for the implementation of the research and development work

The organisers will consider only those applications that are completed in accordance with the specified requirements and submitted on time.

Stages of selection:

  • checking documents for compliance with the formal requirements of the competition;
  • submission of applications for scientific review;
  • conducting scientific reviews in parallel in both countries;
  • ranking the list of projects based on the results of scientific reviews by both parties;
  • selection and approval of research projects for funding at a meeting of the Joint Ukrainian-Austrian Mixed Commission on Scientific and Technical Cooperation;
  • publishing information about the winners of the competition on the website of the Ministry of Education and Science. 

Main selection criteria:

  • compliance with the areas of the competition;
  • scientific quality and innovative nature of the project;
  • ability and competence of temporary research teams to implement the project;
  • the possibility of conducting joint research and the adequacy of the scientific method;
  • experience of participation in international projects and future development of international cooperation;
  • quality of the infrastructure of the institutions involved in the project;
  • participation of young scientists (under 35 years of age) in the project;
  • possibilities of practical use of the project results. 

      Intellectual property

   Ukrainian scientists, including project managers, must take all necessary measures to protect their scientific, technical and industrial assets and intellectual property rights. The main attention will be paid to ensuring that no unplanned transfer of Ukrainian technologies to other countries occurs within the framework of cooperation.

     Funding. 

   The project proposal should be designed for 2 years, starting in 2025. Funding is allocated for each year separately. The relevant agreements are concluded with the executors and additional agreements for project implementation are signed annually. The decision to continue funding for the next year is made after reviewing the report for the previous year.

   The Ministry finances the expenses of Ukrainian scientists during their visit to the Republic of Austria, namely: travel, accommodation, per diem, visa if necessary, and health insurance (the amount of daily expenses and the maximum amount of accommodation costs per day are calculated in accordance with the Resolution of the Cabinet of Ministers of Ukraine No. 98 of 02.02.2011).

   Financial support from the Ministry of Education and Science also includes the salaries of Ukrainian participants in the research project. In addition, the contract for the performance (transfer) of research work between the Ministry of Education and Science and the project implementing institution provides for the purchase of materials and overhead costs to support the organisation where the research project is being carried out.

   Visits of Austrian colleagues are provided at the expense of the Austrian side.

     Additional information

   Only new projects can be funded under this call. Selected projects cannot be funded from other sources of the state budget.
