Procedure for organizing the admission of foreigners and stateless persons to the State Higher Education Institution" Uzhhorod National University "I. General Provisions 

 

1.1. The procedure for organizing the admission of foreigners and stateless persons to the State Higher Educational Institution "Uzhhorod National University" (hereinafter referred to as the Procedure, hereinafter referred to as the UzhNU State Higher Education Institution)was developed by the Admissions Committee of the UzhNU State Higher Education Institution (hereinafter referred to as the Admissions Committee) in accordance with the Procedure for Admission to study for higher education in 2023 (here in after referred to as the Admission Procedure), approved by order of the Ministry of Education and Science of Ukraine (hereinafter referred to as the Ministry of Education and Science of Ukraine) dated 15 March, 2023 No. 276 and registered with the Ministry of Justice of Ukraine on March 15, 2023 under No. 519/39575 This Procedure is an appendix to the Admission Rules for higher education at the Uzhgorod National University State Higher Education Institution in 2023 (hereinafter referred to as the Admission Rules). The admission procedure is valid until December 31 2023.

1.2. Foreigners and stateless persons are admitted to study at UzhNU University of Higher Educationin accordance with the Laws of Ukraine "On Higher Education", "On the Legal Status of Foreigners and Stateless Persons", "On Ukrainians Abroad", "On Refugees and Persons in Need of Additional or temporary protection", by Resolution of the Cabinet of Ministers of Ukraine dated September 12, 2018No. 729 "Issues of obtaining higher education by certain categories of persons", by order of the Ministry of Education and Culture of Ukraine dated November 1, 2013 No. 1541 "Some issues of organizing the recruitment and training (internship) of foreigners and persons without citizenship", registered in the Ministry of Justice of Ukraine on November 25, 2013 under No. 2004/24536, by order of the Ministry of Education and Culture of Ukraine dated December 2, 2019 No. 1498 "On approval of the Procedure for setting quotas for obtaining higher education by foreigners and stateless persons within the scope of the state order in accordance with of international treaties of Ukraine", registered with the Ministry of Justice of Ukraine on February 10, 2020 under No. 153/34436.Citizens of the Russian Federation and the Republic of Belarus, who do not have a permanent (temporary) residence permit in Ukraine, are admitted to study with the individual permission of the Ministry of Education and Culture of Ukraine.

1.3. Foreigners and stateless persons (hereinafter - foreigners) may obtain higher education at the expense of individuals and/or legal entities, unless otherwise provided by international treaties of Ukraine, the binding consent of which has been granted by the Verkhovna Rada of Ukraine, legislation or agreements between institutions of higher education on international academic mobility.

The admission of foreigners to the UzhNU State Educational Institution for studies at the expense of the state budget is carried out according to general conditions 3.6 of Procedure for organizing the admission of foreigners and stateless persons to the State Higher Education Institution" Uzhhorod National University " within the quotas for foreigners (except for foreigners and stateless persons, citizens of Republic of Poland, including overseas Ukrainians permanently residing in Ukraine, persons recognized as refugees, and persons who need additional protection). Foreigners are admitted to study for bachelor's, master's, and doctor of philosophy degrees for accredited educational programs (Appendix 1 to the Admission Rules). 

1.4. Foreigners who are granted state scholarships under international treaties, national programs, and other international obligations of Ukraine are admitted to study within the established quotas for foreigners on the basis of referrals from the Ministry of Education and Culture of Ukraine.

1.5. Foreigners who come to Ukraine to participate in academic mobility programs or to obtain higher education according to educational programs agreed between UzhNU Higher Education Institution and a foreign institution of higher education are admitted to study taking into account the relevant contract obligations of UzhNU Higher Education Institution.

1.6. Foreigners and stateless persons, in particular Ukrainians living abroad permanently in Ukraine, citizens of Republic of Poland, persons recognized as refugees, and persons in need of additional protection, have the right to obtain higher education on an equal basis with citizens of Ukraine, in particular at the expense of the state budget, with exceptions, established by the Constitution of Ukraine, laws of Ukraine or international treaties, approval of which has been given by the Verkhovna Rada of Ukraine. Ukrainians abroad, whose status is certified by a certificate of a Ukrainian abroad (except for persons permanently residing in Ukraine), can be enrolled in state-ordered studies within the limits of the established quotas for foreigners after an interview on the subjects provided for in the Admission Rules (Appendix B1 to the Admission Rules). 

1.7. Admission of foreigners to study is carried out face-to-face and remotely. The term of validity of an invitation to study is no more than 1 year from the date of its registration in the Automated System "Electronic Journal" of the state enterprise authorized by the Ministry of Education and Culture of Ukraine. Foreigners who have received an invitation to study registered in the Automated System "Electronic Journal" of a state-owned enterprise authorized by the Ministry of Education and Culture of Ukraine, have received a set of information and consulting support services, and have received a visa to enter Ukraine (except for citizens) countries of visa-free entry) for the purpose of study or carried out the procedure of legalization of educational documents in the country of their issuance: (performed legalization at the Ministry of Foreign Affairs (MFA) of the country that issued the educational document; carried out legalization at the consular department of a diplomatic institution of Ukraine abroad (consular legalization or apostille)). In order to organize the remote recruitment of foreign citizens to study for higher education, the UzhNU State Educational Institution concludes an agreement with a partner organization that is a resident of the entrants' country of origin. The subject of the agreement is the provision of personal identification services, verification of original documents of entrants, organization of reception of entrants' applications in electronic form, provision of premises and technical means for conducting consultations and entrance tests of UzhNU University of Applied Sciences in a remote format. It is possible to enter into agreements with the "UzhNU" educational institution with organizations that meet the following requirements:

- compliance of the area of the premises for remote submission of documents, conducting consultations and entrance tests to the established norms of quarantine restrictions in the country where recruitment is carried out;

- provision of entrants with means of personal protection;

- ensuring the procedure of identification of entrants using facial recognition technologies, which includes checking personal data (surname, patronymic (if available)), biometric data and their verification;

- ensuring compliance with integrity requirements during the entrance exam for foreigners; seized during the entrance test electronic devices of entrants

- provision of suppression of cellular and Internet networks by the device;

- ensuring video surveillance around the perimeter of the auditorium in which the entrance exam for foreigners takes place by installing at least two video cameras;

- provision of technical equipment for video communication with the examination board of the State Educational Institution "UzhNU" in real time (computer, video camera, microphone, TV or projector with a screen);

- the presence of at least two employees in the classroom to monitor compliance with the requirements of academic integrity and technical support during the entrance exam for foreigners;

- provision of all entrants with individual computers with connection to the online platform of the UzhNU University of Applied Sciences, through which the entrance exam for foreigners will take place;

- provision of consultations and trainings before the entrance exam for foreigners in order to familiarize themselves with the rules for taking it remotely and using the online platform;

- provision of a video recording of the entrance test, transfer of video material to the UzhNU Higher Secondary School of Education through an online platform, storage of information and video materials after conducting the entrance exam for foreigners for five years in a partner organization by means of postal to the UzhNU University of Applied Sciences on previous education When crossing the state border of Ukraine for the first time and after arriving at UzhNU University of Applied Sciences, a foreigner hands over the original documents in person.

1.8 Organizations that currently hold and agreement with UzhNU and meet the official requirements for conducting entry tests for foreign entrants are Sun Education (India) and European Institute of Business and Public Education (Slovak Republic).

 

II. Requirements for the level of education of entrants

2.1. To study for a bachelor's degree (master's degree in medicine or pharmacy) for the first year foreigners should have foreign documents on completion of secondary education, which gives the right to continue studying at the appropriate level of higher education in accordance with the legislation of the country that issued the document on the obtained degree (level) of education.

2.2. To study for a bachelor’s degree (master’s degree in medicine or pharmacy) for the second (third) year or for the first-year foreigners should have foreign educational documents corresponding to the educational and qualification level of junior specialist, junior bachelor’s degree. (level 5 NQF – NQF5) and give the right to continue studying at the appropriate level of higher education in accordance with the legislation of the country that issued the document on the obtained degree (level) of education. 

2.3. For a bachelor’s degree in another specialty for the second (third) year or for the first year with a shortened period of study foreigners should have foreign educational documents corresponding to a bachelor’s (NQF6) or master’s degree (NQF7) (educational and qualification level of a specialist).

2.4. Foreigners who have foreign educational documents that correspond to a bachelor degree (NQF6) that allow them to continue studying at the master's level in accordance with the legislation of the country that issued the document on the obtained degree (level) of education are admitted to study for a master's degree. To obtain a master's degree in different specialty, foreigners who have foreign educational documents corresponding to a master's degree (NQF7) are accepted. 

2.5. To obtain a higher education for the degree of Doctor of Philosophy foreigners who have obtained a master's degree (NQF7) are admitted to the Higher Educational Institution "UzhNU".

 

III. Deadlines for receiving applications and documents, competitive selection and enrollment

3.1. Acceptance of applications and documents, registration of applicants' personal files and other functions related to the admission of foreigners to the UzhNU University of Applied Sciences are performed by the selection committee of the department of work with foreign students (hereinafter - the Selection Committee), which is a structural subdivision of the Admissions Committee. Working hours of the Selection Committee:

- from Monday to Friday - from 8:00 a.m. to 5:00 p.m.;

- Saturday, Sunday - day off.

3.2. Enrollment of foreign entrants to study at the expense of individuals and/or legal entities is carried out by the UzhNU Higher Secondary School:

1) twice a year (no later than March 1, November 1 and December 31,respectively), to obtain bachelor's and master's degrees;

2) during the year for postgraduate study at the preparatory department (faculty).

The deadlines for submission of competitive proposals to the EDEBO, specified in clause1.4 of the Admission Rules, do not apply to the admission of such foreigners.

3.3. Issuing and mailing invitations to study, accepting applications and documents, entrance tests and enrolling applicants for bachelor’s and master’s degrees is carried out in the following terms:

– applications and documents are accepted: from April 4 till September 28, from October 2 till December 27;

- entry tests: from April 10 till September 29, from October 3 till December 28;

- enrollment in state-ordered studies: no later than October 1;

- enrollment in studies at the expense of individuals and/or legal entities: no later than October 1, no later than December 29. Issuing invitations to study, accepting applications and documents, entrance tests and enrolling entrants to study for the doctor of philosophy and doctor of science degrees is carried out throughout the year. 

3.4. The selection commission provides recommendations on inviting a foreigner to submitted to the UzhNU Higher Education Institution electronic copies of the following documents

1) the foreigner's passport document;

2) a document on the acquired level of education with grades (points) obtained from academic disciplines or an academic certificate;

3) written consent to the processing of personal data.

Documents in electronic form are submitted to the e-mail address of the Selection Committee: dep-istudents@uzhnu.edu.ua

The Selection Committee determines the need to translate documents into Ukrainian, as well as conduct an interview, if possible, online.

The selection committee calculates the entrant's points/grades on the basis of the document on the previously obtained level of education and establishes the minimum value of the number of points/grades required for admission in the general education subjects from which the entrance exam for foreigners is conducted.

 

IV. Procedure for receiving applications and documents

4.1. For admission to UzhNU University of Higher Education, a foreigner personally submits apaper application to the Selection Committee.

4.2. To the application, the foreigner adds:

1) a document (the original and its copy) about the previously acquired educational (educational and qualification) level, on the basis of which the admission is made;

2) an appendix (the original and its copy) to the document on the previously obtained educational (educational and qualification) level, on the basis of which admission is carried out (if available);

3) an academic certificate issued by a foreign/Ukrainian educational institution (in case of transfer or renewal of studies, starting from the second year, an academic certificate is attached);

4) the original and a copy of the document containing information on the content of the curriculum according to the previous degree (level) of higher education, credits received, duration of study and success in academic disciplines (if this information is not included in the appendix to the education document), upon admission to obtain a master's degree or postgraduate education, if the lack of this information makes it impossible to recognize the qualification according to the document;

5) a copy of a foreigner's passport document or a document certifying

a stateless person;

6) medical insurance policy, unless otherwise stipulated by

international treaties of Ukraine;

7) 4 photos measuring 30 × 40 mm;

8) a copy of the certificate of a foreign Ukrainian (if available).

4.3. During admission to postgraduate studies, a research proposal in the chosen specialty or a list of published scientific works and inventions in Ukrainian or English, certified in accordance with the established procedure at the candidate's place of work/study, is additionally submitted.

4.4. Foreigners enrolling in academic

mobility programs submit documents stipulated by the requirements of international programs and/or agreements within the framework of which academic mobility is implemented.

4.5. The documents specified in subparagraphs 1 - 5 of clause 4.2 must be translated into Ukrainian with a notarized translation. The documents specified in subparagraphs 1 - 4 of clause 4.2 must be certified in the country of their issuance in the manner that is officially used in this country for such certification, and legalized by the relevant foreign institution of Ukraine, unless otherwise stipulated by international treaties of Ukraine. 

4.6. The application and documents specified in clauses 4.2 - 4.4 are kept in the personal file of entrants/students.

4.7. The selection committee informs the entrant about the dates of the entrance tests.

 

V. Organization of competitive selection and enrollment

5.1. Enrollment of foreigners to study at the appropriate level of higher education is carried out on the basis of a document on the previously obtained level of education based on the results of entrance exams for foreigners in specified subjects and the language of study and on the basis of academic rights to continue studying, provided by a document on the obtained level of education in the country of origin , and taking into account the success scores that give the right to continue studying at the next level of higher education in accordance with the legislation of the country that issued the document on the obtained degree (level) of education. 

5.2. Foreigners who enter UzhNU University of Applied Sciences on the basis of a complete general secondary education, educational and qualification level of junior specialist, educational and professional degree of professional junior bachelor, educational degree of junior bachelor, must speak Ukrainian or English at the B1 level, according to the language of instruction on the chosen educational program (specialty). Checking the level of proficiency in the language of instruction is carried out by taking an entrance exam in the language of instruction Results of language test are evaluated as “pass” or “fail” and determine the right of an entrant to take further entry exams/tests.

5.3. Competitive selection for admission to the first course of study for a bachelor's degree (master's degree in medicine and pharmacy) based on a complete general secondary education or completed educational levels of NQF5 is carried out based on the results of:

- the entrance exam for foreigners in the language of study and the subject specified in Appendix B1 to the Admission Rules.

5.4. Competitive selection of entrants who, on the basis of the educational and qualification level of bachelor, master (educational level of specialist) enter university to obtain master’s degree is carried out based on the results of:

- the entrance exam for foreigners in the field of specialty of choice.

5.5. Foreigners who arrive in Ukraine for the purpose of postgraduate studies at the expense of individuals and legal entities are enrolled in the UzhNU University of Applied Sciences based on the results of the evaluation / review of the documents submitted in accordance with paragraphs 4.2 - 4.4 of this Procedure and based on the results of:

- An entrance exam for foreigners in the field and foreign language.

5.6. Programs of entrance tests, as well as knowledge assessment criteria, are approved by the head of the Admissions Commission no later than May 15 and are published on the official website.

5.7. Entrance exams for foreigners are graded on a scale of 100 to 200points (grades are given on a scale of 100-200 (in one-point increments) or a decision is made to grade the applicant negatively ("unsatisfactory")). Entrants who received a negative evaluation are not allowed to participate in subsequent entrance tests and competitive selection.

5.8. The competitive score of an entrant is an assessment in points obtained based on the results of the entrance exam for foreigners.

5.9. Decision on recommending entrants for admission to state-sponsored positions within the terms specified in paragraph 3.3 of this Procedure.

5.9. Decisions on recommending applicants for enrollment at the expense of individuals and legal entities are made by the Admissions Committee within the terms specified in paragraph 3.3 of these Procedures.

5.10. Payment for educational services provided by the UzhNU Higher Education Institution to foreigners is carried out under agreements (contracts) at the expense of individuals or legal entities, unless otherwise stipulated by international agreements of Ukraine or agreements between institutions of higher education on international academic mobility.

In the case of enrolling minors in education, contracts (contracts)are concluded by their parents or legal representatives.

An agreement on the provision of educational services between the UzhNU Higher Education Institution and a natural (legal) person is concluded after the issuance of the enrollment order.

If the training contract is not concluded within ten calendar days after the start of training, this order will be canceled in terms of the enrollment of such a person.

5.11. All categories of foreigners enrolling in studies are enrolled in the UzhNU Higher Secondary School on the basis of enrollment orders. Confirmation of the fact of training can be a certificate issued at the EDEBO.

5.12. The approved quotas for the admission of foreigners to UzhNU University of Higher Education by degrees and specialties are brought to the attention of UzhNU University of Higher Education by letter every year within a week after the adoption of the relevant resolution

Cabinet of Ministers of Ukraine regarding the state order for the training of specialists, scientific, scientific-pedagogical and labor personnel, professional development and retraining of personnel for the corresponding year and are published on the official website of the Ministry of Education and Culture of Ukraine. On the basis of the established quotas, the "UzhNU" educational institution creates competitive proposals in the EDEBO with an indication of the appropriate number of budget places for the admission of foreigners.

5.13. In accordance with the established quotas, the Ministry of Education and Culture of Ukraine sends letters to the UzhNU Higher Education Institution with the names of foreigners recommended for enrollment by the responsible bodies of foreign countries with which international agreements have been concluded, and/or the representative offices of these countries accredited in Ukraine, according relevant degrees of higher education and specialties. In order to be admitted to the UzhNU University of Applied Sciences for studies within the established quotas, a foreigner personally submits a paper application and documents to the Selection Committee in accordance with the current legislation and this Procedure.

5.14. Enrollment of foreigners at the UzhNU University of Applied Sciences for places ordered by the state within the established quotas is carried out every year until September 30. In case of impossibility of arrival of entrants due to valid reasons within the deadline set for enrollment, the places of the state order provided for their education are kept until the moment of their arrival, but no later than October 31of the current academic year. In case of foreigners' refusal to study or failure to come to UzhNU State Educational Institution for studies within the established quotas, filling or returning vacant(unused) state-ordered places intended for the reception of foreigners is possible in each individual case with the agreement of the Ministry of Education and Culture of Ukraine.

The UzhNU Higher Secondary School informs the Ministry of Education and Culture of Ukraine about the results of the enrollment of foreigners in state-ordered places in accordance with the established quotas every year by October 10 of the current year.

5.15. Documents on the education of foreigners enrolled in studies, issued by educational institutions of other countries, undergo the procedure of recognition in Ukraine in accordance with the legislation. This requirement does not apply to documents of foreigners studying under academic mobility and internship programs, which do not provide for the award of relevant qualifications/degrees. Based on the results of the recognition procedure, UzhNU makes a decision on continuing the foreigner's studies at the level that corresponds to the results of the recognition procedure, or on expelling the foreigner. In the event that the Ministry of Education, Culture, Sports and Science of Ukraine or the "UzhNU" educational institution decides to refuse to recognize the provided document on the educational level obtained, including due to its in authenticity, the "UzhNU" educational institution excludes such a foreigner.
